Hon Minister Tour Department of Traffic and Transport with Media

The Minister of Public Works and Transport Honourable Maliehe Prince Maliehe visited the Department of Traffic and Transport on the 05th August, 2019 with the purpose of briefing the media about developments the Ministry has embarked on and future plans.

The public will remember the struggle the Department has faced as far as services are concerned, especially the issuance of driver’s licenses, car registration and number plates. The Honourable Minister took a tour together with the media to show some of the areas where the Department has achieved an improvement.

Hon Minister said the vehicle registration section has improved the service drastically because there are no longer queues and people get services timeously without having to spend the whole day at the Department. The Minister acknowledged that previously people had to wake up as early as around 3.00 am and sometimes they would even go back having got no services. Mr. Maliehe reiterated that the services are impressive and they are going to maintain the set standard or improve more.

He further noted that there are still challenges in the provision of services such as driver’s licenses and issuance of number plate services and the Department is working hard to address. One of the responsibilities of the Ministry is to help in the job creation and poverty alleviation, in order to fulfill that, Honourable Maliehe disclosed that the Department of Traffic and Transport is undergoing the process of outsourcing the issuance of number plates to private sector through open tender process. The number plates shall be done regionally, Maseru, Mohale’s Hoek and Leribe. He said that Basotho shall no longer be compelled to come to Maseru to attain number plates which shall be a great achievement for the Ministry as well as private sector empowerment.

The demonstration was held for the media on how the printing of driver’s licenses process goes and it was explained that it takes less than 2 minutes to complete the process. The first step is application stage, followed by data capturing, verification, then printing and issuance of the license.

Meanwhile, the Principal Secretary in the Department Mr. Thabo Motoko said that the department is in a process of developing the vehicle registration system that will have all modules needed to address all issues related to transport sector services rendered by the Department.

According to Mr. Motoko, one of the modules to be introduced in the new system will show the traffic offences committed by drivers; and in such an incident, driver’s license and the vehicle License disk cannot be renewed before settling those fines, as a result, this will improve revenue collection that will contribute immensely to the economy of this country.

Road Safety Receives Two Vehicles from Transport Infrastructure Connectivity Project (TICP)

Ministry of Public Works and Transport (MoPWT), through the financing of the World Bank, International Development Agency (IDA) is implementing the Transport Infrastructure and Connectivity Project (TICP) and has planned to use part of the funding towards the cost of the strengthening of the road safety management capacity in Lesotho.

Lesotho faces a number of challenges in the area of road safety management, with high fatality rates in densely populated districts and high road accident incidences in the mountainous terrains thus resulting in the loss of valuable human resources and properties. Road safety problems in Lesotho are of two types: in the lower, more densely populated districts of Maseru and Leribe where approximately 50% of the road fatalities occur and where high traffic congestions exist, pedestrians suffer unduly due to inadequate pedestrians facilities; secondly due to particular driving conditions in the mountainous and foothill terrains and winding roads, the highlands parts of the country have high accident rates.

The Kingdom of Lesotho, through the MoPWT and RSD wishes to achieve the objective of the United Nation’s decade of action for road safety 2011 to 2020 which intends to reduce road accidents death by half between 2011 and 2020. In an effort to improve the road safety in Lesotho, the TICP in collaboration with the Road Safety Department procured two Toyota Quantum in respond to Pillar 4 Safer Roads Users of the Global decade of action for Road Safety that emphasise that, UN member states shall “develop comprehensive programmes to improves road user behaviour, sustained or increased enforcement of laws and standards, combined with public awareness/education to increase seat belt usage and helmet wearing rates, and to reduce drink driving, speed and other risks factors”. This pillar will be achieved through the increased awareness of road safety risks factors and prevention measures and implementation of extensive road safety campaigns on the high incidents road accidents blackspots.

This however, will help to influence change in road user behaviour, attitude and opinions hence achieving the TICP Project Development Objective (PDO) 2 “Strengthen road safety management capacity” in the Kingdom of Lesotho.

The Government of Lesotho considers roads infrastructure as one of the most critical factorsin the effort to rejuvenate Lesotho’s economy and alleviate poverty. Roads infrastructure is of vital importance if Lesotho were to develop and integrate its economic activities. The country is, however, faced with geographical peculiarities, which although they hold tremendous tourist potential for the country on the one hand, but they also pose enormous challenges for the development of transport infrastructure resulting in very high per kilometre cost.

The Ha Marakabei – Monontša road will form one of the most important arterial roads in the country and will serve quite a significant population. The road also traverses through rich soils suitable for crop farming that border the Caledon River with this zone characterized by one of the most intensive maize growing in the country. It also serves as a border access road to Monontša Border Post with South Africa.

Once completed, the road will enhance agricultural activity and tourism whilst enabling accessibility to South African ports.

The Government and the Basotho Nation are expecting you to construct a road of high quality. Honourable Minister Launches eNaTIS

The Minister of Public Works and Transport Honourable Maliehe Prince Maliehe launched Electronic National Traffic Information System (eNaTIS) on Friday 18th January, 2019. This computerized system was piloted in Maseru and Leribe and will be introduced in Mokhotlong, Thaba-Tseka, Qacha’s Nek and Quthing while other districts will follow soon. These districts will no longer issue manual vehicles registration certificate (Blue Card).
