contractors and interested people in the districts of Mokhotlong and Thaba-Tseka on the 6th t0 7th February, 2022.

The purpose was to share information and discuss issues related to review of contractors’ categorization of both roads and buildings.

Seaka – Ketane Road Re-Construction Launched

“It is the responsibility of Seaka-Ketane community and all leaders to protect and care for developments such as road infrastructure in the area” this was said by the Deputy Prime Minister   Honourable   Mathibeli   Mokhothu   during   the   sod   turning   of   Seaka-Ketane   Road re-construction at Thaba-Sephara on Thursday 20th January, 2022.

Honourable Mokhothu indicated that Seaka-Ketane is a gravel road and it is funded by the World Bank to the tune of more than 9 million Maloti and the construction is expected to take six months.  The contractor is GL Civils.  He further said that some people did not believe that one day the construction will commence, so they should now believe. Honourable Mokhothu advised the   community to   avoid   crossing   the rivers   as   that is   dangerous   and result in unnecessary loss of lives.

Speaking at the same occasion, the Minister of Public Works Honourable Lebohang Monaheng reminded the community that it was on the 14th July, 2021 during the public gathering when he told them that he will be coming back with good news not empty handed, and most of them did not believe as they said that it was just a political rhetoric.   “Our future plan is to construct a tarred road from Phamong-Ketane-Semonkong-Ha  Seng-Thaba-Tseka  so that people are no longer obliged to go via Maseru when going to Thaba-tseka” he declared. Honourable Monaheng pleaded with the community to be patient and accept that the contractor will start where the roads are totally not accessible, for example, where bridges and roads are washed away.

Mr. Mokhalajoe Mothibi thanked the government on behalf of the Ketane community, he said that the Seaka-Ketane road serves   a great population and it will make their lives easier as they used to leave home around three in the morning when they go to Mohale’s Hoek or Quthing.   He said that for a long time many leaders have been promising them road but they never fulfilled their promise.  He noted that life is very hard when there are no roads and their hope is that when the road is complete, tourism will improve.

At the end of the gathering,   the   Deputy   Prime   Minister   donated   footballs   to   the   nearby   school   and   the community.

ACCESSIBLE ROADS CAN IMPROVE TOURISM

The Minister of Public Works Honourable Lebohang Monaheng visited three constituencies of Ketane, Qaqatu and Mount-Moororosi with the purpose of inspecting roads and bridges that have been destroyed by the heavy rains experienced in the country.  During the public gatherings, the community indicated that they are not interested in being employed, what they need are tarred and accessible roads.  They further stated that they have beautiful and attractive places which are good for tourism. On behalf of the communities, the Member of Parliament for Ketane Honourable ‘Marefuoe ‘Muso said it’s good that the Honourable minister and his team of engineers travelled on the same road so that they can attest to their plight.

When responding to tabled challenges, Honourable Monaheng noted that the trip is part of Phau-Manyetse operation launched by the Right Honourable Prime Minister Dr. Moeketsi Majoro at Ha Jimisi early this year. He said the government has allocated a budget for the construction and rehabilitation of roads and bridges so that people can access other services such as health centres and schools with ease. He said infrastructure such as roads contribute immensely in the development of the economy as already indicated by the community.  Honourable Minister promised that after he listened and heard the challenges, he will go back with his technocrats and come back with positive responses.

During the public gathering held at Ha Makoae in the Mount-Moorosi constituency, the Honourable Minister donated maize meal to the Pulane Children’s Centre and the founder thanked Honourable Monaheng on behalf of the Centre and asked everyone to pray for all challenges facing Lesotho including Covid 19 and other social ills. The Centre was established by Jill Kensey and Grant Strugnell in 2008.

Contingency Emergency Response (Lesotho)

Following the declaration of emergency due to floods by the Hon Prime Minister of Lesotho, Hon. Dr Moeketsi  Majoro, all the world bank supported projects were instructed to digger their Contingency Emergency Response Components (CERC). The Ministry of Public Works, under the World Bank supported project titled Transport Infrastructure and Connectivity, has not been an exception. An estimated amount of $3,8M has been pledged to support the rehabilitation of selected damaged roads and bridges countrywide. As a requirement for the project to take off, the additional information on the environment and social safeguard requirements for activities to be financed under CERC Component has been prepared.

Contruction of bridges over Khubelu will save people’s live – Mokhotlong

The right Honourable Prime Minister Dr. Moeketsi Majoro officiated the sod turning of damaged bridges at Khubelu River, Thaba-Li-Mpe Mokhotlong on the 16th April 2021. When delivering his key note address, Dr Majoro urged the Minister of Public Works Honourable Lebohang Monaheng to make it a point that the bridges should accommodate the coming weather conditions as a result of global warming. He said that after torrential rains that swept away roads and bridges earlier this year, he formed a Ministers’ disaster subcommittee to assess the damage caused by the rains. He noted that the graves and the fields are destroyed which is a great loss to the nation and hence it is categorized as a disaster. Dr. Majoro further said that the government then had to put-up the budget of M400 Million to mitigate the devastating situation and to plant trees to prevent the erosion that is caused by the bad weathers.

He went on to say that the two Ministers of Public Works and Local Government and Chieftainship should come up with the plan to ease movement in the Malingoaneng and Senqu Constituencies. Dr. Majoro declared that he had already given the mandate to the Minister in the Prime Ministers’ office to visit these constituencies under the government programme in which they buy grains from Basotho to give back to the needy. He concluded his remarks by saying that the operation is named after Ntate Phau Manyetse, a renowned Sesotho music artist.

Honourable Minister of Public Works Lebohang Monaheng introduced the contractor and the Ministers who form the Disaster Subcommittee and other ministers who were present. Honourable Minister said that the damage in that area has cost the government M14 Million to design and construct the bridges not to repair. He went on to say that 90 people will employed from this project and urged the contractor to take recruit with all transparency. Hon monaheng indicated that the Khubelu Bridge construction will be completed within six months. He further said the government assures the nation at large that all damaged bridges and the roads shall be restored to better conditions.

At the same event the MP for Senqu constituency and the Minister of Gender, Sports, Youth and Recreation Honourable Likeleli Tampane thanked the Government to have answered the people of Mokhotlong in a short space of time. Hon Tampane urged the people in the two constituencies of Senqu and Malingoaneng to welcome the Contractor and to assist him to perform his task to the best of his ability.
